Land Use Decision-Making Training Program

Trainings Announced for Summer 2024!

The Monroe County Department of Planning & Development hosts workshops as part of the Land Use Decision-Making Training Program each Spring and Fall. This program is designed for new board members to learn the basics of land use decision-making, for returning municipal board members to go deeper into specific areas of land use, and most classes also offer something new for municipal officials and staff, agency personnel, planners, attorneys, architects, developers, engineers, landscape architects, surveyors, and citizens.

In Summer 2024, the Monroe County Department of Planning & Development is offering one online training. To participate in this training you will need an internet connected device such as a computer, tablet, or smartphone and an email address. 

This training will count for two hours of New York State’s four-hour annual training requirement for members of Municipal Planning Boards and Zoning Boards of Appeals. Code Enforcement Officers and Building Officials are also eligible for training credits for several trainings. All Monroe County attendees will receive a certificate of participation at the completion of all sessions.

Stormwater Management Requirements for Solar Projects

When: Wednesday, June 26 from 6:00 PM to 8:00 PM

Where: Zoom - Details will be emailed upon registration

Topic: Solar Farm projects present unique challenges to local governments. From site plans, to SWPPP’s, to glare studies, to decommission plans, Solar Farms require a new level of scrutiny from local boards. Taught by John Dunkle, this workshop will review the basic components and potential issues of small scale (<20 mgw) Solar Farms and will discuss the obligations of local governments in the permitting/approval of these facilities. The SEQRA review process for solar farms will be outlined, with an emphasis on stormwater and ag resource impacts.  

John has been a practicing civil engineer since 1981, and is a Certified Professional in Erosion & Sediment Control (CPESC), and a Certified Professional in Municipal Stormwater Management (CPMSM).  

​​​​​John has prepared & reviewed Stormwater Pollution Prevention Plans (SWPPPs), provided guidance for Municipal Separate Storm Sewer Systems (MS4s), & participated with NYS DEC in the development of the current stormwater regulations & design manuals. He has reviewed over 20 solar projects on behalf of municipalities, as a consulting engineer, and assisted in drafting two local solar ordinances. 

John also teaches a graduate level Stormwater Management class at SUNY-Environmental Science & Forestry, & has been conducting stormwater trainings across New York State for over 15 years. He was also Planning Board Chairman for 12 years in his hometown.
