Effective 1 Jan 2024 Monroe County will institute a new Service- Disabled Veteran-Owned Businesses policy, creating a clear pathway to economic competitiveness and greater access to locally-funded contracts and county procurement. These businesses employ our neighbors and friends, build generational wealth and positively impact quality of life. This policy has the following objectives:
- Expanding opportunities for service-disabled veteran-owned businesses;
- Promoting and encouraging the continuing economic development of service- disabled veteran-owned businesses;
- Encouraging and supporting eligible businesses to play a greater role in the economy of the county by increasing participation in Monroe County’s contracting opportunities;
- Removing barriers to the participation of SDVOBs in Monroe County contracts by adding a 6% goal for spend with New York State and US SBA Certified SDVOBs on all eligible contracts;
- Assisting the development of firms so they can compete successfully in the marketplace

Firms must be certified by either the NYS Office of General Services or the US Small Business Administration as a Service-disabled business. If you are not certified use the links below for program information and online application platform.

SDVOB/SDVOSB Utilization Program
Goals of 6% will be assigned to most County contracts. The program has expanded which contract types are subject to SDVOB requirements, vastly increasing the opportunities for SDVOB/SDVOSB firms to service Monroe County. These include construction/public works projects, professional, and non-professional services. Businesses that elect to become certified will be marketed to other firms searching for partners to meet participation goals.
Monroe County buys a wide variety of products and services; businesses should conduct research to see if their offerings are a fit for the county’s needs.
SDVOB/SDVOSB Certification Lists Sources
TO fulfill local utilization goals Monreo County will accept firms with either a NYS OGS (SDVOB) or US SBA (SDVOSB) disabled veteran certification. Please Note: The US SBA program also awards Veteran-Owned businesses a certification (VOSB), these firms cannot be used to satisfy Monroe County's SDVOB/SDVOSB goals.

Annual Training Forum
DEI will host an annual training forum focused on providing critical information and training to the SDVOSB community. The Fourth Annual Forum is scheduled for 2025. Details will be posted on this page when they are available.
