Monroe County Executive Adam Bello and Civil Service Employees Association (CSEA) Local 1000 President Holly Roth announced a new collective bargaining agreement unanimously approved by the Monroe County Legislature at its January 14, 2025 meeting. The new three-year contract includes pay raises for CSEA members, an increase in longevity payments, and triples the parking stipend for downtown employees to $600 per year.

“As we continue to recruit and retain talented employees, it is imperative that we provide incentives that will make a real difference for county employees and their families,” said County Executive Bello. “This agreement shows our commitment to the well-being of the people who work hard every day to serve the residents of Monroe County.”

CSEA represents 1,884 full time and 284 part time workers in almost every county department from the Frederick Douglass Greater Rochester International Airport and the Seneca Park Zoo, to Transportation and Public Health.

“I want to express my sincere gratitude for the county’s collaborative approach throughout our recent contract negotiations,” said CSEA President Holly Roth. “The county’s support is greatly appreciated, and their commitment to a positive outcome is widely recognized. I think we have laid down a great foundation for a successful partnership, and I look forward to working with the county more on union matters.”

“This CSEA contract is an investment in our most valuable asset – our employees,” said Bello. “I am grateful to the leadership of CSEA, our county negotiating team, and the employees who make Monroe County a great place to live, work, play and visit.”
