Director Of Research And Planning
Description of Duties
This is a senior-level leadership position responsible for the coordination and oversight of the Department of Human Services (DHS) and/or Department of Public Health (DPH) Research and Planning Unit which is responsible for the review and re-design of internal business and practice processes to promote efficiencies and improve outcomes. Duties involve providing leadership and administrative direction to strategic and mandated planning, data collection, and integrity, needs analyses and solutions, review and management of contracts, project management for new initiatives, best practice research, and related work for the Department. The employee reports directly to, and works under the general supervision of the Commissioner of Human Services, Commissioner of Public Health, or other higher-level staff member. General supervision is exercised over business processes, planning, research, data, contract management, and clerical staff.
Minimum Qualifications
Graduation from high school or possession of an equivalency diploma, plus EITHER:
- Graduation with a Master’s degree in a human services, behavioral science or social science field, or Social Work, Public Administration, Business Administration, Public Health or a closely related field, plus four (4) years paid full-time or its part-time equivalent** professional* experience in human services, social work or social welfare, one (1) year of which must have been in a supervisory capacity; OR,
- Graduation with a Bachelor’s degree in one of the fields mentioned in (A) above, plus five (5) years paid full-time or its part-time equivalent** professional* experience as described in (A) above, one (1) year of which must have been in a supervisory capacity; OR,
- Graduation with a Bachelor’s degree, plus seven (7) years paid full-time or its part-time equivalent** professional* experience as described in (A) above, one (1) year of which must have been in a supervisory capacity; OR
- An equivalent combination of education and experience as defined by the limits of (A), (B), and (C) above.
*Professional experience does NOT include clerical or secretarial experience.

Anticipated Eligibility – Age and Educational Requirements:
According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.
Special Requirements:
If you are appointed, you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your capacity to meet the transportation needs of the position.
