Senior Personnel Technician
Description of Duties
This is a senior level human resources position in the Monroe County Department of Human Resources responsible for coordinating activities and performing the more difficult and complex duties in the areas of Civil Service examinations, position classification, employment and benefits administration, recruitment, and/or labor relations. The work is performed in accordance with New York State Civil Service Law, local Rules of the Monroe County Civil Service Commission collective bargaining agreements, and established policies. This position is distinguished from Personnel Technician by virtue of being responsible for a broad area of personnel administration or for directing and supervising subordinate staff in a functional section. The employee reports directly to, and works under the general supervision of an Associate Personnel Technician or other higher level staff member with wide leeway allowed for the exercise of independent judgment and decision making.
Minimum Qualifications
Candidates must meet the following minimum requirements on or before the date of the written exam:
Graduation from high school or possession of an equivalency diploma plus, EITHER:
(A) Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Public Administration, Human Resources Administration, Industrial Labor Relations, or a closely related field plus one (1) year paid full-time or its part-time equivalent* experience in personnel administration that must have included either: employee recruitment and placement, labor relations, employment interviewing, exam administration, position classification, benefits administration, or staff development and training, or providing support to staff performing any of the above; OR,
(B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's or Associate’s degree plus two (2) years paid full-time or its part-time equivalent* experience as described in (A) above; OR,
(C) Six (6) years paid full-time or its part-time equivalent* experience as described in (A) above; OR,
(D) An equivalent combination of education and experience as defined by the limits of (A), (B), and (C) above.
