Description of Duties

This professional position, located at the Department of Finance – Office of the Controller, assists with the management and supervision of accounting functions of the office and prepares financial reports and statements.  The employee is responsible for maintaining an Enterprise Resource Planning (ERP) financial system, fund trial balances, subsidiary ledgers, payroll operations, accounts receivable, and accounts payable.  The employee reports to, and works under the general of, the Controller or Deputy Controller with considerable latitude for independent judgement. General supervision is exercised over a staff of professional accounting and clerical employees.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma plus, EITHER:

  1. Graduation with a Master’s degree in Accounting or Business Administration with successful completion of at least fifteen (15) credit hours in Accounting*, plus three (3) years paid full-time or its part-time equivalent** experience in accounting, auditing, managerial or municipal fund accounting, all of which included preparing financial statements, two (2) years of which must have been in a supervisory capacity; OR,
  2. Graduation with a Bachelor’s degree in Accounting or Business Administration with successful completion of at least fifteen (15) credit hours in Accounting*, plus five (5) years paid full-time or its part-time equivalent** experience in accounting, auditing, managerial or municipal fund accounting, all of which included preparing financial statements, two (2) years of which must have been in a supervisory capacity; OR,
  3. An equivalent combination of education and experience defined by the limits of (A) and (B) above.

*Candidates qualifying under (A) and (B) above must submit a student or unofficial copy of their college transcript along with their applications.

NOTES:  Certification as a Public Accountant (CPA) issued by the State of New York may be substituted for two (2) years of experience.

Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Anticipated Eligibility – Age and Educational Requirements:

According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.

Special Requirements:

If you are appointed, you will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your capacity to meet the transportation needs of the position.
