Description of Duties

This position is responsible for determining eligibility for energy assistance programs.  Employees review applications, interview applicants and compute income criteria in accordance with Federal, State and local regulations and policies governing energy assistance programs.  The employee reports directly to and works under the general supervision of a Senior Energy Program Evaluator or high level employee.  Supervision of others is not a responsibility of this class.

Minimum Qualifications

Candidates must meet the following minimum requirements on or before the date of the written exam: 

Graduation from high school or possession of an equivalency diploma, plus two (2) years of paid full‑time or its part‑time/volunteer equivalent** experience in a position responsible for application review/screening, OR interviewing, OR, the application and dissemination of rules, regulations and policies, OR billing in an office environment, OR public contact work*.

NOTE:  College training may be substituted on a year‑for‑year basis where experience is lacking.

*Public contact work is defined as responsibilities having substantial face-to-face or phone communication with adults (age 12+) involving persuasion, teaching, negotiating, explaining, and counseling.  Typical jobs involving public contact work are:  customer service representatives, receptionists, clerical staff who cover information desks or information phones, sales people, people providing personal services, interviewers, or counselors.

Anticipated Eligibility – Age and Educational Requirements:

According to Civil Service Law, section 54 which became effective September 4, 2024, applicants who are within 12 months of meeting the minimum age or attaining the minimum educational requirements following the date of examination, may take the civil service exam, but will be restricted from certification until such a time that the minimum age or educational requirements are met. Candidates will be required to provide proof of qualifying education and/or age within 12 months of exam date in order to be eligible for appointment from a certified list.
